High phone bills cause concern in Europe

The European Commission has found some European mobile phone operators have been rounding up call durations, leaving customers with higher bills.
The operators have been charging by the minute, rather than the second.
Only France, Lithuania, Portugal and Spain have legislation that requires operators to charge by the second.
The UK mobile phone regulator, Ofcom, has suggested the market needs to be reviewed with
complaints rising over phone bills.
